During a visit the Minister of education and science of Ukraine has met with the Minister of education, youth and sport of Czech Republic, Mr. Petro Buzkova. The ministers of two countries has discussed the perspectives of multilateral cooperation, the possibilities of potential’s dissemination of two countries and has signed the Agreement “On cooperation in sphere of education and science for 2003-2006”.
The Ministers also discussed the possibilities of expansion of higher educational institutions’ network for studying of Ukrainian language; the exchange of experience of Czech Republic about its participation in Bolon process that is an actual problem for Ukrainian education for today. During the meeting Vasyl Kremen and Petro Buzkova discussed a possibility of priority tendencies definition for development of joint projects in the fields being interesting to both countries.

Recently the World-wide Summit on problems of information society took place in Geneva. The First Deputy Minister of education and science of Ukraine, Mr.Vytalij Zhuravsky, as a member of Ukrainian delegation has attended it.
The participants has approved interactive exchange of proposals and offered ideas about creation of digital resources. For creation of public information society are needed new forms of solidarity, partner relationship and cooperation between all interested parties.

The Minister of education and science, Vasyl Kremen, during the “hot line” devoted to the main tendencies of the state policy realization and passing in the Government House, told to the journalists: “To the end of this calendar year the country’s schools will be supplied with the thousands of computer classrooms. In 2003 the rural schools of Ukraine will be supplied with more that two thousands of computer classrooms at the expense of state budget. We hope that the next year the one and half thousand of computer classrooms will be set. Thus, we almost will finish a computerization of the rural schools”.

On November 27, 2003 the Joint Meeting of the State Commission for Family and Youth, the Ministry of Internal Affairs of Ukraine and the Ministry for Education and Science of Ukraine “About situation on prevention of homeless, violation of the law among children and ways of improvements of their social-rightful defense” took place in Kiev.

During two days the representatives of the Europe Council have acquainted the heads of the Ukrainian institutes, universities and academies with the ways of realization of ideas and purposes of Bolon’s process in European countries. The heads of native higher educational institutions, using the examples of activity of Ukrainian leading universities, have shown to foreign participants that a renewal of Ukrainian higher education is correlating with Bolon’s ideas.

On performance of the Plan of measures on preparation of carrying out pedagogical experiment on introduction of credit-modular system of the organization of educational process in higher educational institutions of 3-4 levels of accreditation, on November, 21-22 a scientific-practical seminar "A credit-modular system of experts’ training in context of Bolon declaration” was carried out by the Ministry for Education and Science of Ukraine on the basis of National university "Lviv polytechnics ".

The meeting took place within the framework of actions to the International Students Day. The exhibition that will be holding for three days - till November, 15 - passes in frameworks actions by the International Students Day and the International Day of Tolerance. Higher educational institutions both state, and a private pattern of ownership from different regions of Ukraine have taken part in it. The Congress of teachers-lawyers and scientists “The conceptual bases of scientific-methodical maintenance of high education» has passed at Odessa National Juridical Academy. This year the Government has approved the Program of development of juridical education in Ukraine up to 2005. With this program the experts believe that domestic juristic institutions and academies, and also corresponding professional faculties of other higher educational institutions will graduate the qualified experts of the European level.

The pupil of Kyiv secondary school Kateryna Zaremba became the one of the winners of II International Russian Language Olympiad. Our schoolgirl successfully fulfilled all competitive tasks and became one of the five Olympiad winners.

According to State Secretary of Ministry of education and science, the rise payments for scientific, technical, organizational and pedagogical seniority to scientific personnel of state scientific organizations and state high educational institutions has been confirmed by this document.

State Secretary of Ministry of education and science met with rectors of nongovernmental educational institutions. On February 21, 2003 the general educational institutions are closed in 24 regions of Ukraine because of influenza epidemic increase. Officially, an influenza epidemic has not been declared in Ukraine. In comparison with similar period of 2002 (the largest number of closed schools was 425, and pupils which didn’t study – 280,1 thousands) we should to note a sizeable increase of indexes – 3310 of schools, and 1 million an 722 thousands of pupils.

19th of December, jubilee science session ‘Development of pedagogical and psychological science in Ukraine’ took place, dated for 10th Anniversary of Academy of Pedagogical Sciences. The preliminary negotiations concerning possibility of using the computer technology of programming, calculations and simulation on the basis of MATLAB (with addition Simulink) (The MathWorks, Inc. (Natick, Massachusetts, U.S.)) for the computerization of the educational process in higher educational institutions of Ukraine were held. The agreement has been reached on the sale of special Classroom Concurrent Licensees of network- based variant MATLAB, Simulink and Symbolic Math Toolbox to higher educational institutions. At purchase of the license on 50 - 150 workstations, the sale will be carried out at a reduced price of $ 80 - $ 50 for one workplace (that is more than in 20 times more cheaply, than at purchase of the individual license for one user). The preliminary agreement on the possibility of "ukrainization" of the base versions of MATLAB products has been reached. The problem on the preparation of educational courses at the universities with the use of MATLAB will be considered.

At November 28, the the Law about Agreement Ratification between the Cabinet of Ministries of Ukraine and Union Government of Yugoslavia Union Republic has been passed by Ukrainian Government. 379 deputies of Ukrainian Government voted for passing of this Law. Also, the Law about Agree-ment Ratification about Scientific and Technical Cooperation between Ukraine and Spain has been passed. 389 deputies voted for passing of this Law.

The Ministry of Education and Science of Ukraine created a work group for development of Educational and Professional Training Complex Program for Disabled Children to carry out an order (from 28th of December, 2002) of Zhulynskij M.G., the vice-prime-minister of Ukraine. Specific arrangements about educational access for disabled children and supplying with textbooks and other educational literature were provided. The Program was developed by the date fixed, was discussed at The Second International Scientific Conference of Upbringing and Educational Actual Problems of Particular Needs People. The conference based on the Open International University of Human Development “Ukraine” with participation of The Ministry of Education and Science of Ukraine and the Academy of Educational Sciences.

Vasyl Kremin, the Minister of Education and Science, partakes in the government delegation which accompanies Leonid Kuchma, the President of Ukraine, during his formal visit to the People's Republic of China.

On November 8, Vitaly Zhuravskyy, the State Secretary of the Ministry of Education and Science of Ukraine, has partaken in the meeting of the Organizational Committee for Commemoration of the 280th Anniversary of Grygory Skovoroda to be held in Chornoukhy Village of the Poltava Region. On behalf of the Ministry of Education and Science of Ukraine, he also granted the local school a computerized classroom and 1,100 new textbooks.

On November 9, the Day of the Ukrainian Language and Literature, the Third International Contest of the Ukrainian Language Named After Petro Yatsik has commenced. The Contest is carried out by the Ministry of Education and Science of Ukraine under organizational and financial support of the Ukrainian Patron League. The Contest is aimed at enhancing the prestige and the courteous attitude to the Ukrainian language.

At the press conference, Vasyl Kremen, the Minister of Education and Science of Ukraine, has emphasized the principal issues of the present situation and described further development of education and science in our country. The next year budget for education and the present status of the branch financing were mainly discussed

The All-Ukrainian conference of political scientists was recently held. The urgent issues of political system of Ukraine (a dialogue between governmental authorities and civil society) were considered at the conference. Volodymyr Seminozhenko, the Vice Prime Minister, Yurij Shemshuchenko, Director of the State and Law Institute of the National Academy of Sciences (NAS) of Ukraine, Ivan Kuras, Director of the Political and Ethnonational Sciences Institute of the NAS of Ukraine, the leading political scientists studying the state political and law processes, were among the participants of the conference. Vitalij Zhuravskij, the State Secretary of the Ministry of Education and Science of Ukraine delivered a speech on the main tendencies of strengthening the role of the parties in Ukrainian society.

When the heating season starts, this is not the first year that the problem of cutting-off the heat, water and energy supply in educational institutions is of a primary importance among the educational problems. Unfortunately, this year has not become an exception.
