General secondary education

Ukrainian legislation on general and secondary education is based on the Ukrainian Constitution and consists of Ukrainian laws "On education", "On general secondary education", of other normative and legislative acts.

The Ukrainian Constitution and Ukrainian Law "On education" have determined the main legal principles of democratic functioning and development of education. The implementation of these principles at all given levels requires the implementation of systematic consistent measures, fairly radical changes in the structure, curricula, economics and management of educational sector.

Ukrainian legislation on general secondary education guarantees: implementation of citizens' right to obtain and have a free access to full general secondary education; insurance of necessary conditions for functioning and development of general secondary education; provisions of norms and legal basis for compulsory character of full secondary education, as well as definition of the structure and curricula of general secondary education.

The program of system reforming of all branches of education had been elaborated and is under the process of being implemented stage by stage. The program takes into account the needs of society and the financial possibilities of the State. Several measures had been implemented in the field of organizational, methodological, material, technical and staff supply to educational institutions.

State policy. The State guarantees, by way of creating the network of general education institutions, constitutional right of each citizen to obtain and have a free access to full general secondary education.

General secondary education is obtained through a three-level system of general education institutions:

  • in general education institutions of the I level - for 4 years;
  • in general education institutions of the II level - for 5 years;
  • in general education institutions of the III level - for 3 years.

Conditions and mechanism of implementation of the principle of continuity of education have been created. Institutions of general education are being integrated with the higher education through training and educational complexes (by way of external integration), as well as and through training and educational unions with pre-school and out-of-school educational institutions (by way of internal integration).

There is a general state necessity to undertake reform of educational system at all its levels, while non-diversified schools of previous period type have ceased to comply with social requirements of the society. This have entailed the trend to augment the specific weight, among the general education training and upbringing institutions, of secondary general education schools of a new type (gymnasia, lyceums, colleges, special institutions for gifted children, schools (classes) with deepened studies of certain subjects, training and educational complexes, private schools and alike), of general education boarding schools oriented on specialized deepened training in technical, humanitarian, sportive, artistic, aesthetic, and other directions).

The language (languages) of training and teaching in general education institutions is/are defined in accordance with the Ukrainian Constitution and Ukrainian Law "On languages". The State takes into consideration the fact that certain part of population includes persons relating to national minorities and possessing their own language, culture, traditions and other ethnic diversities. In order to ensure the satisfaction of educational necessities of different nationalities living in Ukraine, 2,215 institutions with the Russian language as the language of training and teaching, 68 with Hungarian, 97 with Rumanian, 10 with Crimean, Tartar and Polish languages, are functioning in places of compact residence of such minorities.

The last years have seen basic changes in terms of training of school students in Ukrainian language. Particularly, their number had grown from 50 up to 70 percent for the last 10 years.

More than 500 titles of new and improved school textbooks and manuals for heterogeneous types of education institutions have been developed and published during the years of independence of our State. This is a big achievement of ours. Still, such issues as the quantity of school-books, their quality, margin of their variability, their price, remain to be actual problems.
